Creating a Developement Environment

Hello:

I would like to set up a development environment to create some custom Team City plugins. I have started by referencing http://www.jetbrains.net/confluence/display/TW/Plugin+Development, but I am not sure which jars I need to add to my classpath to do this. For example, if I want to follow the notifier example at http://www.jetbrains.net/devnet/message/5187731, what jars do I need for that?
