VCS Checkout by Label?
Hello is this type of thing supported? Using 4.5.2. I thought "Edit Checkout Rules" might be the place to look but it doesnt seem to be supported. VCS is TFS Thanks

There is no such ability for TFS right now.
Please vote for/watch the feature request.
BTW, (this can be related to your case) TeamCity can sychronize sources used to run several builds (see Snapshot Dependencies).
