Where to add new users when NT domain auth is enabled?

I've inheritted this server setup by someone else to auth users via the Windows NT domain.  When I look at the users in teamcity I see that it is a subset of the users on the network, but the documentation at http://www.jetbrains.net/confluence/display/TCD4/Users+and+Groups says (for option "Create user account"):

This link is only available for the default authentication scheme that allows adding new users. For NT and LDAP authentication schemes, the list of users coincides with the domain user database.


But how do I 'add' new privileged users?  Do they need to login first so that they show up in the TeamCity users list, then I can modify them to increase their privileges?

With NT domain authentication (in fact with any type of authentication different from the default one) users are created by TeamCity upon first successful login.

Thanks; obviously we can work around that, although it'd be nicer to be able to add users by domain\username without having to make them login first.
