Call http://localhost:8111/RPC2 buildServer.registerAgent2: java.net.ConnectException: Connection refused

Following an upgrade of TeamCity from 4.0.->4.5.5 on a Tomcat server, I'm having problem with buildAgents.

I get the following error from both the old agent that was installed and working, and a new one I downloaded from newly installed TeamCity:
Call http://localhost:8111/RPC2 buildServer.registerAgent2: java.net.ConnectException: Connection refused

telnet localhost 8111 tells me there's no server listening on the 8111 port.

What did I do wrong?
TeamCity is running as a WAR app in Tomcat 6.0.20 under Ubuntu with Java 1.6, running as a tomcat user

Here's what I did to install a buildAgent:
Working as root user:
- download from TeamCity 4.5.5
- unzip in a buildAgent dir.
- created a config by copying/renaming the buildAgent.dist.properties file
- chmod +x bin/agent.sh
- ./agent.sh start
- check the ../logs/teamcity-agent.log and seen the Call http://localhost:8111/RPC2 buildServer.registerAgent2: java.net.ConnectException: Connection refused

Please take a look at the sesrverURL property in the buildAgent.properties file, the value of this property should be the same as the url you are using to access your server.
