ASPNETCOMPILER error ASPCONFIG: Could not load file or assembly ‘Microsoft.VisualBasic.Activities.Compiler’ or one of its dependencies

I just upgraded my project to Asp.Net 4, from 3.5.  When the build kicks  off from TeamCity (sln runner), I get the following error:

I tried copying the .net framework reference assemblies to C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework.NETFramework\v4.0 thinking that would fix things, but still no luck.  Any thoughts?

This had to do with class libraries in the solution referencing old (v3.5) system assemblies.  Those system assemblies were copied to the website's bin folder and must have different permissions than the 4.0 files.

Updating the <RequiredTargetFramework> values to 4.0 in each csproj file fixed this issue.
