Disallowing Personal Builds for certain Build Configuration

Is there a way to disallow a build configuration from allowing users to run personsal builds for it?
Alternatly if running a personal build for a build configuration would optionally not increment the build counter, would be useful.

Upstream consumers of the build, generally question build version bumps, but I also wouldn't want to tell other developers to not use personal builds prior to checkins.
