Can't get vcs labelling working for a branch

my repo structure is as follows

Project
   trunk
   branches
       working branch
   tags


i am currently working on a branch but i want to tag the branch and

Labeling process failed: Labeling the path  'branches/R6-Plato/psvm-svn.rtel.com/svn/LRS/tags' to  'branches/R6-Plato/Tags directory:        http:/psvm-svn.rtel.com/svn/LRS/tags/build-6.1.5364' has failed with the  error: svn: Path psvm-svn.rtel.com/svn/LRS/tags does not exist in  revision 5364

i have tried a lot of different labelling rules but can't seem to get any of them working

my latest labelling rule is /svn/LRS/branches=>/svn/LRS/tags

any assisstance would be appreciated.
