Permission only to download artifacts

Welcome,
I've question if is it possible to add new role in TC, which will be enable use only see build number and download artifacts? I see that user with lowest permissions is Project Viewer, which have configuration:

<permissions>
      <permission id="VIEW_PROJECT"/>
</permissions>

but in this scope are enabled code diff, last changes, author, etc. I'll be grateful for any suggestions how can I add new role with lower permissions than default Project Viewer.
