Pre-Tested Commits Required?

I'm using a mix of TFS Builds and Team City builds at the moment.
TFS Buid's only allow 1 VCS trigger which is a weakness but it also has a nice use.

We can effectively enforce a pre-tested commit by only having a Gated Checkin as the trigger.
Is there any way in Team City to do the same?

I appreciate it's a function of the VCS - just wondering how others might approach this
