${link.buildResultsLink} resolving to localhost

The links in our build failure emails are not resolving to the Server Url configured at the  Administration -> Server Configuration -> General page.
It currently looks like this
http://localhost:8018/viewLog.html?buildId=73&buildTypeId=bt2
where our server URL is configured as http://ourserver.domain.local:8018

What have I missed?
I don't really want to hardcode our URL in the build_failed.ftl template.
