What is the expected behavior of an activated build if a change was detected while it was paused?

Hello,

I posted a couple of comments in YouTrack, but did not get an answer (comment 1, comment 2). Could someone from JetBrains please shed light on the issue? Should the build trigger when it's activated or not?
