teamcity is skipping publishing for a templated build?

Hi All,
Did try searching the forum/web for this but nothing found as yet - we have a set of build configurations for a series of environments - they all share a template and one of the templated builds is skipping publishing and cant work it does anyone have any suggestions where to look.

the build log of a succesful build that for a build configuration which creates artifacts is

[12:43:42][Step 18/18] Process exited with code 0

[12:43:42]Publishing internal artifacts

[12:43:42][Publishing internal artifacts] Sending build.finish.properties.gz file

[12:43:42]Publishing artifacts (5s)

[12:43:42][Publishing artifacts] Collecting files to publish: [Artifacts]

[12:43:42][Publishing artifacts] Sending Artifacts

[12:43:47]Build finished

whereas for the environment that doesn't:

[14:28:18][Step 18/18] Process exited with code 0

[14:28:18]Publishing internal artifacts

[14:28:18][Publishing internal artifacts] Sending build.finish.properties.gz file

[14:28:18]Build finished

Any help is greatly appreciated
