error MSB4184: The expression "%system.Configuration%" cannot be evaluated

I'm trying to configure TC 8.1 in Windows Server 2012 Standard Edition. My msbuild script works fine when running through command. but when i configure through MSBuild build step, getting following command.

I hope its something, configuration i missed. Any body having sugesssion?
