Make it easier to add info to the TeamCity docs

I'm adding SQL server as a DB for TeamCity.  The docs say "make sure you use case-sensitive collation".  After some searching on the internet, I find out that this is the default and I would like to add this to the documentation so that it's clearer to others.  So, I sign up for a Confluence account, hoping to be able to add my note to the comments.  I sign up for a Confluence account, but comments are not allowed.  So I have to sign up for an account on this community forum in order to provide the feedback.  That's a lot of work for the 4 words I wanted to add to the documentation ("this is the default").

Here's the changes I think would help:
1.  Allow Open ID logins to Confluence: https://marketplace.atlassian.com/plugins/com.platlab.auth
2.  Allow comments in the Confluence documentation.
