How do I create dependencies between steps?

In cruise control .net  I was able to examine the checkins to see what type of build I should execute. If the checkins were .cs or .sql then it would build and test, if it were .cshml, aspx or ascx then run a build only and if it were an image or .css file then do nothing. I'm trying to recreate that behaviour in Team City but the dependencies don't seem that configurable. Is there another way to do this?

That looks like I either want to start or not start a build, not conditionally run a step based upon the check ins. It's a start so maybe I need to see if I can apply it per step or make the unit tests a sub project with the same vcs root and a dependancy upon the build step.

Triggers are setup per build configuration. So in this case it is recommended to configure different build configurations with dependencies and setup VCS triggers for each of them.
