Informational message in main TC page

Hello,

Is it possible for administrator to create an informational message to show in main TC page?

Here's a picture of what I'm talking about:



The point is to inform all TC users about something important. This message could only contain text with no links, but also could have "Dismiss" link.

Do you have such functionality available for users? If not, are you going to implement something similar in the future?
