Installation Issues

I tried to upgrade from TC 9.0.1 to TC 9.0.2 and encountered an issue.  I got an error saying "The Data Directory contains files or directories that don't belong to TeamCity."   I thought, no big deal, this was a test install anyway, so I uninstalled TC completely.  Cleared out the installation directory, and tried to do a clean install.  Even after a clean install I still get the same error.

Any clues why I can't get it to work anymore?
