How can I dynamically populate drop downs?

We use both YouTrack and TeamCity.  When deploying out of TeamCity, I would like to have a drop down that displays released version info from YouTrack (or really any location that exposes a consumable API).  How do I do this?  I really dislike having only the static dropdown lists.  Very time consuming to have to go back and populate these.
