Use idle server that was previously used.

We use docker containers. This means if I build on an agent that previously built my container, then the build will be much faster. Is it possible to default to idle server that was previously used, rather than "fastest idle agent"?

No, it is currently not possible in TeamCity. We have the related feature request https://youtrack.jetbrains.com/issue/TW-37860, please vote for it.
