Cannot proceed from TeamCity First Start page

Hi,

I am a new to TeamCity and want to try it for use in my work.

I downloaded V9.1.3 and installed it on a server running Win2008 R2 Enterprise. Installation completed successfully and the services are running fine. I am running under a user with admin access.

But when I try to proceed from the TeamCity First Start page of the UI, I am unable to. There is an error on the page which says:

if someone faces with the same issue, please see the related issue https://youtrack.jetbrains.com/issue/TW-43100. It should be fixed in upcoming 9.1.4 release.
