Set files required for a plugin

I'm working on integrating the native TFS Java SDK for issue tracking and ran into a problem. Microsoft created a JNI folder to handle the interop which they require you to deploy with the jar file. This is pretty easy to package, but it then wants you to set a system property to that path on disk.
