Is there any way to start a Personal build with an unshelved changelist when using the REST API?

I have looked all over and it seems like it is not supported.  I've also tried a bunch of different things.  It seems like it should be as simple as starting a personal build and setting the Changelist to unshelve in the right variable.  Anyone know if there is a way to do it?
