.NET Coverage: Make it possible to use a TC variable to control

Right now we don’t have a way to turn on or off the .NET coverage in our builds. We might need to turn it off,
since the .NET runner doesn’t allow us to provide a variable to control the .NET coverage option,

 is there any TC internal variable that can be used to control this behaviour.
