PhpStorm Inspections & env.JDK_11

The question has been asked once before, and never answered (https://teamcity-support.jetbrains.com/hc/en-us/community/posts/360009332240-TeamCity-and-PHPStorm-Code-inspections?input_string=PhpStorm%20Inspections%20%26%20env.JDK_11). I'm trying to make this work now, but I can't even get past the env.JDK_11 warning. I've tried downloading various versions of Java JDK's and I get different errors with each one.
