Uploading plugin and What is EULA developer license

Hi Team,

Greetings for the day !!!

We are developing CI/CD plugin to upload on teamcity market place however we got few questions

1. What is EULA license do you have any template for use to put in our repository, plugin which we checked all showing Apache2.0 as license.  Can Apache2.0  cover EULA license as well.

2. Please share steps/process to upload / distribute plugin on teamcity market place
