Currently, you are using HSQLDB as a database engine. It is a bundled internal DB that is meant for evaluation only because HSQLDB is prone to crashes, data corruption and its performance downscales when DB size grows. Due to that, it is not meant for production usage - if you use this instance of TeamCity as a production one, you need to switch to an external database.
