TeamCity installed on Azure VM with Azure SQL db - database connection setup fails

 Hi,   

I am trying to setup TeamCity in Azure with an Azure SQL DB.  Got through the install and got to the webui setup and keep getting this error.  I get the same error if I use Windows or SQL Authentication.  

If I add the port to my database host, I get this error. 

I have the JDBC Drivers in the required folder: 

I've added the port for MSSQL, I've added the Windows server to the database server firewall exceptions, I don't know what else to do.  

I've also uninstalled and reinstalled TeamCity on my server.  

Can someone help me?  I'm frustrated.
