Teamcity 9.1.3 (build 37176) web ui extremely slow

I'm seeing 5-10 second load times on basically all page loads within Teamcity. It will stall on LOADING.

I did not see any obvious bottlenecks in htop, or iostat on the server when accessing the web UI. I took a thread dump through the web UI with the LOADING message up on another tab. The thread dump didn't complete until the LOADING had finished, so I don't know for sure that this dump contains the problem, or if it waited to start until the first request had finished.
