Jmeter plugin. There is an issue with connect to server

Hello everyone!

I run Jmeter tests via Teamcity and I wanna get performace remote results (Test Health Metrics) - (https://www.blazemeter.com/blog/how-run-jmeter-tests-teamcity-continuous-integration) . I've set up plugin for it, on a side server where is our application, I've set up PerfMon Server Agent there as well. But when I run tests on server I always get:

"Caused by: java.net.ConnectException: Connection refused: connect"

One of solve issue is : ensure that Teamcity build agent which executes JMeter test is able to access the host where PerfMon Server Agent is running on default port 4444"

Unfortunately when I run a command 'telnet host 4444' in Teamcity, nothing happens, for compare I've ran ping and it worked. Does speak it that Teamcity build agent which executes JMeter test is unable to access?
