Clickable Help page on TC projects Follow

Hello, I'm new to TeamCity. I'm trying to create a plugin where each project page will have a clickable help page or pop-up (like a Wiki) which will contain description of the project and developers. Problem is I do not know where to start or if its even possible to make. Can anyone help?
