Custom Build Tab

I am using a coverage tool to produce a report, I'd like to display this in a tab, the documentation says create an artifact, then go to Project Settings > Report Tabs and configure an additional tab in there.

I can not find the Report Tabs option any where in the configuration section of a project in 2017.1.2.

These are the menu options I get, and I've looked in each section and have no option for Report Tab.
