TeamCity 2017 cannot connect to JIRA behind Proxy "Error: Connection refused: connect"

I've set the proxy details in the java settings as follows:

However, when I try to integrate into JIRA, I get this error:

Bitbucket connection works fine, just can't get JIRA to work, any ideas ?

Hi Alan,

Maybe you can share the full stacktrace on the teamcity-server.log file?
