The first link is broken - could you attach another screenshot? 

By the second link, I can tell that your TeamCity server instance was not fully stopped when you started upgrade procedure. 

Please, make sure, that you follow provided upgrade procedure step by step.

How can I make sure that it is stopped?

Hi, 

The error message on the screenshot means that either the database is empty or TeamCity data directory is empty. 

Please, check that TeamCity data directory exists and TeamCity startup properties pointing to a correct directory.

 

By the way, we have the issue in our tracker about making startup error more user-friendly. Please, vote for it to stay informed.
