Teamcity 2017.1.1 extremely slow

the best option would be to check the build log. The build log displays all the steps that have been taken through the build, along with a timestamp, so it should be more accurate than just the "duration", as there might be specific issues with very specific parts being much slower. You can check it by yourself by going to the results of the build and checking on the "Build log" tab, or you can send it to us for review if you consider it appropriate using the "Submit a request" button above.
