Please make sure that the 'teamcity-plugin.xml' exists in the root of the archive.

Hi, thank you for reporting it. It's a known issue https://youtrack.jetbrains.com/issue/TW-60627 and it' fixed in 2019.1.1 which is being released in several weeks.
