Cloud Profile is not assigning EC2 security groups after upgrade to 2022.10 (build 116751)

Running upgraded TeamCity Server 2022.10 (build 116751) on Windows.

Before the upgrade, the cloud profile was correctly assigning EC2 security groups when it spun up the cloud agents from AMI.

Since upgrade to 2022.10 (build 116751), the agents spin up but are not assigned their security groups. This prevents them from connecting to the build server. 

* Have reviewed `teamcity-clouds.log` but don't see anything obvious

* Have created a brand new cloud profile from scratch but the behaviour is the same
