Test connection failed in XXXX / Build (TFS Connection)

I am facing the issue while run the build. The error details given below.
Failed to connect to TFS root: Could not load file or assembly 'Newtonsoft.Json, Version=9.0.0.0, Culture=neutral, PublicKeyToken=30ad4fe6b2a6aeed' or one of its dependencies. The system cannot find the file specified.
My VCS is TFS which runs in TFS server 2010.
Later I noticed the same error when I run "Test Connection" under Version Control Settings edit mode.
Please assist if anybody come across this issue.

Funny, I got the exact same error today.
It happened after I installed Visual Studio 2019 on the TC server machine (in addition to VS 2017). I have been hurting my brain trying to find a solution but to no avail.
The TFS server was updated to DevOps Server 2019 a few days before, but I'm pretty sure TC worked until I installed VS2019.

For me, it is almost same scenario. I started fresh installation yesterday. The test connection was successful till yesterday evening. However, there were some other build error.
Today morning, I observed that MSBuild was not installed in server, so I installed MSBuild 16.0 (which is for VS2019) and afterwards the error occupied me the whole day. I didn't install VS2019 as I no need and I only installed MSBuild 16.0.
No solution so far..
